If you want a fully free AI generator, basically Stable Diffusion is the answer but it needs at least a PC with decent graphic cards, mostly coming from Nvidia.

8GB VRAM GPU could do the image generation job but 12GB VRAM and higher is better, if you have plenty amount of budget to build one.
